PLAINTIFF’S MOTION FOR PRELIMINARY INJUNCTION

COMES NOW Plaintiff Kellye Strickland, proceeding pro se, and respectfully moves this Honorable Court pursuant to Rule 65 of the Federal Rules of Civil Procedure for a Preliminary Injunction against Defendants. In support thereof, Plaintiff states as follows:

RELIEF REQUESTED

Plaintiff seeks a preliminary injunction:

  • Vacating the Harassment Restraining Order issued against her by Ramsey County on December 12, 2024, which was granted without proper service, in violation of Plaintiff's constitutional rights.
  • Requiring Ramsey County and the Court Administrator’s office to immediately docket and schedule a hearing for Plaintiff’s March 6, 2025 civil complaint, which was accepted and paid but never processed.
  • Prohibiting further disclosure of Plaintiff’s personal address or contact information to any adverse party without Plaintiff’s explicit, written consent.
  • Requiring the provision of reasonable ADA accommodations, including accessible communication and procedural guidance, in all future state court interactions with Plaintiff.

GROUNDS FOR RELIEF

  1. Plaintiff has demonstrated a likelihood of success on the merits of her claims under the Fourteenth Amendment, the Americans with Disabilities Act, and 42 U.S.C. Section 1983, including due process violations, denial of access to the courts, and administrative misconduct.
  2. Plaintiff continues to suffer irreparable harm, including reputational injury, deterioration of mental and physical health, legal disadvantage, and exposure to further stalking or harassment, as a direct result of Defendants’ inaction.
  3. The balance of equities favors Plaintiff, as the requested injunction simply restores her access to the judicial process and protects her from further unlawful disclosure.
  4. Issuance of the injunction is in the public interest, as it supports the integrity of court processes, compliance with federal law, and protection of disabled litigants from systemic harm.

WHEREFORE, Plaintiff respectfully requests this Court grant this Motion for Preliminary Injunction and issue an Order granting the relief described herein.
