Plaintiff Kellye Strickland has been the stalking victim of Defendant Madeline Sally Lee since approximately July 2022.
This appellate matter originated as a writ of mandamus filed on August 19 2025 after the December 12 2024 issuance of an ultra vires Harassment Restraining Order (HRO) by Referee Elizabeth Clysdale in Ramsey County District Court, Minnesota.
The Minnesota Court of Appeals reviewed the submission, determined that the petition met the criteria for a direct appeal rather than mandamus relief, and formally referred it to standard appellate procedure. The corrected appeal was docketed and accepted on October 7 2025 under case number A25-1655.
The challenged HRO was issued without the signature of a district judge and was later found to have been digitally altered. Plaintiff was never served or provided a hearing, was denied ADA accommodations, and was prevented from accessing a neutral forum to prosecute her stalker.
The void HRO was subsequently used by Defendant Lee to enable further retaliatory filings, public harassment campaigns, and procedural manipulation. Plaintiff’s attempts to vacate or correct the record through the district court were repeatedly obstructed, leaving appeal as the only viable remedy.
